By the end of the Dark Days, they managed to gain control of the nuclear arsenal. Every year since the Dark Days (which took place 75 years before the events of "The Hunger Games" the Capitol hosts an event called the Hunger Games. After the Games, the winner receives medical treatment at the Capitol, followed by a final celebration in which he or she is crowned the winner by the president of Panem and then interviewed again.
